Most garage slabs poured in the last few decades were finished with power trowels, and a machine-troweled surface is burnished into a dense, smooth cream layer. That is good concrete and a poor bonding surface. A film-forming acrylic usually softens or turns tacky under a solvent wipe; a penetrating sealer leaves no film at all but still makes water bead. Either way the coating would bond to the sealer rather than the concrete, so a floor that was sealed or painted before gets ground until water soaks in again. None of this replaces the moisture test. Cracks that open and close with the seasons, and the saw-cut control joints the slab was designed to crack along, are treated differently: routed and filled with a semi-rigid filler, or kept as joints and carried through the coating.
